CERONAV marks a new success, in the field of digitalisation

The Romanian Maritime Training Centre – CERONAV will start implementing the project “Digitalizarea Centrului Român pentru Pregătirea si Perfecționarea Personalului din Transporturi Navale - CERONAV în vederea îmbunătățirii serviciilor publice destinate cetățenilor – e-CERONAV”. The project is funded by the POCIDIF Programme (Programul Creștere Inteligentă, Digitalizare și Instrumente Financiare 2021-2027) and will last 12 months.

The digitalization of the services offered by CERONAV has been a preoccupation of our institution since 2019, which has materialised over time in the implementation of a series of projects funded by the Erasmus+ Programme, such as DERIN, COMPETING or 1System4IWT (https://www.ceronav.ro/proiecte-europene/).

The new project, financed by the POCIDIF Programme, will focus mainly on the digitalization of internal processes, by creating an IT platform for the management of training services offered to seafarers (e-CERONAV). The goal is to reduce the processing time related to the planning and enrolment of trainees, as well as to ensure online access to public services. At the same time, the project aims at digitalising and implicitly optimising the basic workflows within CERONAV, in order to streamline specific activities and avoid interruptions that may occur in the institution's information flows, thus reducing delays in the provision of public services. In addition to the development of technical documentation and the acquisition of equipment and software licenses, the project also includes a component focused on the training of CERONAV staff in cybersecurity.

The total project budget is 17,702,327 RON, including VAT, 85% of the amount coming from the European Regional Development Fund (ERDF) and 15% representing national co-financing from the state budget.

“With this project, CERONAV aligns with the other public institutions in terms of digitalisation and facilitated access to the services offered, while streamlining the activity of the staff and the internal document circuit, in a cyber-protected framework. The financing, provided by European funds and national co-financing, contributes to the development of the institution, bringing added value and increasing the institution's assets without costs from internal sources. I would like to thank all my colleagues involved in the preparation of this project and I am also pleased that, since taking over the mandate in December 2024, with patience, we manage to work as a team in the interest of Romanian and foreign seafarers, who obtain certifications at the highest standards in the European Union,” said CERONAV General Manager, Dan Pisică.

"At the same time, I would like to mention that the reduction of expenses in the last 6 months and the increase of the income from courses, other than the mandatory ones - especially in the offshore area, contribute to increasing the quality of the training process. I want to maintain this trend, because soon we will inaugurate a new building intended for both training and accommodation of trainees, on the premises of CERONAV’s training campus. We have completed some other projects and nowadays we have the largest training capacities thanks to the investments made in recent years. I would also like to emphasize that I do not agree with the increase of the course fees due to current inflation, regardless of the significant increase in the prices of materials, services and utilities necessary for carrying out our activity. Despite market fluctuations, trainees should not be affected by the increase of course fees, all of this can be managed with an active management, open to new opportunities and transparency in spending public money", also stated Dan Pisică, CERONAV General Manager.
