CERONAV – STATUS, EVOLUTION AND ACTIVITY

 

The Romanian Center for the Training and Further Training of Naval Transport Personnel – CERONAV dates back to 1976.
It was established according to the Ministry of Transport and Telecommunications Orders no. 1058 and 1096 under the name of Center for the Training of Civil Navy Workers (CPLMC), with the aim of meeting the training and further training requirements of the personnel in the field of maritime navigation.
In 1983, according to Order no. 491, it changed its name to Civil Navy Workers’ Training and Further Training Center (CIPLMC), taking over the Training and Further Training Branch of the River Navigation Personnel of Galati.
In 1990, it also incorporated the Civil Navy Personnel Qualification Center, becoming, in 1992, the Civil Navy Personnel Training and Port Operations Personnel Qualification Center (CPPMC).
In 2003, in accordance with OG 33/2003 and HG 449/2003, CPPMC merged with the Center for the Training of River Navigation Personnel in Galati (CPPNF) becoming the Romanian Center for the Training and Training of Naval Transport Personnel – CERONAV, the name it still bears today.

CERONAV has been designated as the national training organization for the further training of seafarers serving on board seagoing vessels in order to achieve the minimum level of training required by the provisions of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW 1978).
As a national body, CERONAV carries out the obligations incumbent upon the Romanian State under the international conventions and agreements on the training and further training of maritime and river personnel to which Romania is a party.

CERONAV ensures the theoretical and practical training of maritime, fluvial, port and oil rig personnel in accordance with the relevant national legislation, international regulations and training standards set by the various accreditation/recognition bodies.

Ever since its establishment, CERONAV has constantly evolved in tandem with the development of maritime transportation and in line with market requirements to provide top quality training services.
However, after Romania’s entry on the white list of the International Maritime Organization following the ratification of the 1978 STCW Convention, the pace of development accelerated, CERONAV becoming truly a center of excellence in South-East Europe.

In 2011, the InfoDanube Information and Training Center InfoDanube, realized within the framework of the European funded project NELI – Network of Cooperation for Logistics and Maritime Education focused on inland water transport, was put into operation.
InfoDanube operates on board the school pontoon owned by CERONAV, stationed in the commercial port of Galati, berths 13 – 14.
InfoDanube is conceived as a multifunctional space consisting of a multimedia area, a showroom and an interactive training area, a space that allows the organization of thematic tours, workshops, symposia, round tables and other events.
InfoDanube offers visitors an insight into all activities related to the Danube (transportation, port operations, navigation, jobs, etc.) and gives them the opportunity to experience real inland navigation situations such as ship handling, search and rescue, anchoring, mooring and voyage planning.

CERONAV is certified according to ISO 9001:2008 standards and currently organizes more than 80 types of courses for sea and inland waterway personnel and for port and on-board oil rig personnel.
